I got the best results with silicone rubber. For example transparent castable silicone (I used Sylgard 184 from Dow Corning or RTV 615 ) and commercial silicone rubber sheets. To test the milling possibilities I milled a "rubber wheel" with some 3D structure, which turned out quite nice proving that rubber can indeed be milled with a needle.
