Nancy — Thank you for your inquiry. As long as the oil-based sealer is well dried and cured you can apply a water-based sealer over it. I recommend wiping the previous sealer with a solution of water and denatured alcohol to clean the surface, then lightly sand with 400-grit paper - followed by one more cleaning with water/dna solution.
